does the cooler that comes with the processor also come with thermal paste?

I don't have this exact processor, but I've installed 3 Ryzen processors with similar heat sinks and they all came with generously applied thermal paste that looks high quality (Artic Silver like). It is not a crappy almost rubber type thermal pad. You won't need to replace it unless you really messed up.

The 2600 will overclock to 4150 with a good liquid cooler. I use a Cooler-master 120 with double fans and Thermal Grizzly compound. Temps rarely get above 65 degrees Celsius in a relatively warm room. Pair this with Gskill Memory and this CPU will amaze you.
